hi am in 4yr i have 2 backlogs one in 3-2 and other in 4-1 can i leave them. what is procedure and when to apply

hiii....everybody and iam from 4th year now and i hav a doubt regarding the removing of subjects is it everybody can leave the two subjects or only the failed candidates in 1 or 2 subjects can remove them.
